Fraud Prevention and Investigation Lead
We are looking for Fraud Prevention and Investigation Lead to join the Dubai office of a well reputed local UAE bank with more than 40 years presence in the UAE.
JOB DESCRIPTION
You will be part of Compliance and AML function group, reporting to the Head of Fraud Prevention & Investigation.
Deliver the bank's fraud prevention, detection, and investigation capabilities across different functions at the bank, lead fraud typology assessments and enterprise‑wide fraud risk assessments independently from initiation through to closure and across both internal and external (customer and third-party).
Conduct complex internal and external fraud investigations, design and enhance fraud policies and control frameworks, and manage regulatory engagement and supervisory interaction.
Deliver quality investigation reports, manage regulatory and law enforcement interactions, and ensure that regulatory requirements are reflected in effective control enhancements.
Lead end-to-end investigations into suspected internal fraud incidents and into external fraud cases including application fraud, identity / payment / card / cheque / digital channel fraud, and social engineering schemes etc.
Apply structured investigation methodologies — such as transaction analysis, document examination, interview planning, and digital evidence collection — to establish facts and build evidence chains.
Conduct fraud-related interviews with subjects, witnesses, and relevant internal stakeholders in line with the bank's investigation policy and applicable internal frameworks.
Ensure proper chain of custody and documentation of all evidence gathered during investigations.
Identify root causes, control gaps, and contributing factors in each case, and interpret the findings into actionable recommendations.
Coordinate with internal stakeholders throughout the investigation lifecycle, ensuring appropriate escalation at each stage.
Initiate and follow up enforcement actions against fraudsters, support asset recovery efforts including stakeholder engagement and negotiation.
Produce formal investigation reports for senior management and relevant committees, covering case background, methodology, findings, evidence summary, root cause analysis, control gaps, and recommendations, ensuring professional standards, factual accuracy, logical flow, and appropriate classification.
Prepare Suspicious Transaction Reports for submission to the UAE Financial Intelligence Unit via goAML, ensuring completeness, accuracy, and timeliness in line with CBUAE requirements.
Maintain investigation case files with full documentation trails suitable for regulatory review, legal proceedings, or internal audit inspection. Produce post-investigation lessons-learned summaries to support continuous improvement of fraud controls.
Develop, maintain, and embed the fraud prevention and investigation framework, policies, and procedures in line with bank strategy and regulatory requirements.
Conduct fraud risk assessments across all business units, identifying key fraud risks using appropriate tools and methodologies. Maintain and update the bank's fraud risk maturity profile and Key Risk Indicators / Fraud Risk Indicators.
Recommend process and/or control enhancements to bring fraud risk exposure within appetite and ensure effective management response plans exist for plausible fraud scenarios across the bank.
Monitor, review, and analyse fraud-related regulatory releases, circulars, and guidance issued by the CBUAE, UAEFIU, and other relevant authorities. Assess the impact of new / updated regulatory requirements on existing fraud controls, policies, and procedures, producing formal gap assessments as required.
Engage with internal stakeholders to ensure that identified gaps are assigned, tracked, and remediated within agreed timelines.
Drive the implementation of regulatory-driven control changes from gap identification through to closure, maintaining a structured action log with clear ownership and accountability.
Provide input to the Head of Fraud Prevention & Investigation on regulatory developments that may affect the bank's fraud risk profile or strategy, also report emerging fraud threats and risks promptly to the same.
Collect, consolidate, and maintain fraud incident data across all typologies and channels, ensuring data integrity, completeness, and consistency. Ensure timely and accurate regulatory reporting of fraud incidents to the CBUAE and other relevant authorities in the formats and within the deadlines prescribed.
Develop and maintain internal fraud MIS and dashboards to support management reporting, trend analysis, and escalation, and provide qualitative fraud risk status reports with trend analysis, industry comparisons, and recommendations in response to changing threat environments.
Serve as a primary point of contact for law enforcement agencies, including the UAE Police, Public Prosecution, and other authorities, on fraud related matters.
Manage and respond to Requests for Information (RFIs) from law enforcement within the required timelines, ensuring all disclosures are authorized, accurate, and appropriately documented.
Advise Card Operations and the business on appropriate card fraud controls, including transaction limits, callback procedures, and system parameters, balancing fraud risk with customer experience.
Lead the bank's response to major card fraud incidents, coordinating mitigation actions to limit financial impact while preserving customer usability. Report card fraud trends regularly, including industry benchmarking and actionable recommendations to address emerging threats.
Develop and maintain fraud monitoring capabilities, FRIs, and MIS reporting. Research and apply advanced fraud prevention techniques and industry best practice on a continuous basis.
Interact with regulatory bodies, law enforcement, peer banks, and industry fraud forums.
Deliver regular fraud awareness training across all bank functions, coordinating with the Training Department.
Assist in implementing the enterprise-level fraud detection and prevention system.
YOUR PROFILE
You have at least 7 years in fraud risk management and fraud investigations in banking.
You hold CFE, CFCS, or equivalent professional qualification.
You have a working knowledge of CBUAE Anti-Fraud Framework, UAEFIU goAML reporting, and CBUAE fraud related regulatory requirements.
You have prior experience engaging with UAE Police, Public Prosecution, or equivalent authorities on fraud matters, as well as in leading or managing a fraud unit or team (preferred but not a must).
You are capable of producing quality investigation reports, managing regulatory and law enforcement interactions, and ensuring regulatory requirements are reflected in effective control enhancements.
